Speedometer is not working, What should I look for?

Here it is finally able to be used in a minor way! I'm trying to remove the stud in the valve cover that was used for the sec. air cleaner box that I've since deleted long ago. I've tried pb blaster, heat and the old double nut trick to no success. Is this thing welded into the valve cover or was it thread cemented at the factroy?
