The wiper mechanism

So, I pulled the mechanism out to clean and re-lube the pivot points , and I’m confused. The entire pivot point of the wiper stub is riding on what exactly?
there was a thin rubber “ washer” under the cowl, and a rubber coated steel washer on top held tight by the large nut.

I tried searching the threads but didn't see an answer. Does anyone have a source for touch-up paint pens for these cars? I checked the Dupli-Color website and some others but they don't seem to have the Conquest (or Starion.)

I’ve recently inherited a 1988 Starion ESI-R that my grandfather owned in Hawaii but shipped to Seattle. Unfortunately, it’s been sitting in a field and hasn’t started since ‘02. Since then it’s been exposed to the elements, the neighbors kids have played in it, and I think theres a wasp hive in it as well. I look forward to restoring it but it’ll be a lot of work.
