I think that is for the balance shaft chain, but I am not 100% sure.

I think you’re right.   I still have my balance shafts.

My idler pulley for the air conditioner was squeaking and I decided to replace it.

Using my Dake arbor pressed out the collar.

The bearing was really stuck in the pulley.  I took the pulley to Callahan Bearing in Colmar Pennsylvania.  

They installed a new Nachi bearing.  Part number for reference:
