When I bought my car it had some rust holes, one about the size of a fifty cent piece, and some rot around the lip of the rear wheel well, nothing too major, but I wanted to fix it before it spread.   I cut out all the bad metal, sanded everything to make sure there was not any hidden rust, and then prepped and paited it all with por-15.
