So I have 12volt coming out of the ignition switch headed to the starter wire when i crank. It sends a steady like 10 or 11 at the run position right before turning the key to crank then sends 12. On the starter solenoid clip I only get 0.04volts. What is between the switch and starter? i know the switch is part of the control harness and the starter is part of the front harness. Where do they clip together?

I just purchased this 89 tsi. I've driven it a co uple times and upon driving to the store the other day The front end started shaking violently I poked my head out the window and looked at the fron wheel and it was wobbling all over the place. I checked the wheel studs and they were nice and tight. I checked for wheel bearing play pushing up and down on the tire but was no play.
