1987 Mitsubishi Starion

Selling my 1987 Mitsubishi Starion turbo really nice interior a few dents and things on the outside but not bad, put a new battery and everything comes on as normal but the car has been sitting since 2009 and the engine seems like it’s seized but I see no reason it cannot be tapped free, it’s an automatic champagne exterior black interior had new keys made for it everything is there. Hey guys, my '87 Starion has hit a bit of a brick wall and I'm hoping someone on the forum might be able to shed some light. A local shop has been meticulously going through the car, replacing and servicing everything as needed with no real issues to date. However, just as things were wrapping up, it suddenly won’t start for no obvious reason.

Some time back, I replaced my head as the cam caps had developed stress fractures. I now have a jet-valve head taking up precious space in my garage, as well as another set of cam caps/rocker arms/rockers that I naively thought I could just swap with the cracked ones. Was thinking about just scrapping it all since it looks like G54B heads are still being produced, but I wanted to get a second opinion before I did. What should I do with it?

Heavy surging under any throttle, then fixed

I started the car up yesterday and as I drove out of the neighborhood it started to surge. Sometimes it surges at idle as it warms up but this was a surge at any throttle position. I initially thought maybe my fuel gauge was wrong and I limped to the a gas station and put some in it. No change, AFR was reading super lean.
The surge was steady in equal intervals, the tach signal always stayed right also. I opened the hood was was looking things over and all was well. I reached down and
