I'd imagine any good body shop could do it. It's no different than a car chassis, just easier to work wit due to it's size.

You'll need to read your fpr's instructions but ones I'm familiar with want you to set the base fuel pressure with it disconnected, the car running, and it's vacuum port plugged.

What boost pressure are you seeing on your manual boost gauge? And just for our information how are you checking your base fuel pressure (gauge, etc)? Another thing too might be how your setting your base pressure with the FPR. Are you setting it with the vacuum reference disconnected and plugged?

Edit: One last thought, what condition are your spark plugs in and what are they gapped at?
