Who is responsible for making the Alt/WP belt so damn hard to change?

I really need a new or used air damn/ground effect for a 1988 chrysler conquest or a 1988 mitsubishi. please let me know?

Previous owner had no idea either I always assumed it was a 12a but after meeting up with another member there was some doubts.
