i replaced the head got it back on the car but cant get the camshaft gear to raise up high enough to get it on the cam ive done this job before but drawing a blank as how to get the timiing/camshaft gear back on the cam. is my tensioner messed up?

The turn signals light up but do not flash. they do flash when hazzard lights are activated. no bulbs are out, and the flasher fuse is good.   Is the turn signal switch combined with the turn signal lever on the steering column?

Today i got off work early and decided to work on the quest. Well got some more things fixed and I was doing some 3rd gear pulls. Noticed a bigger oil smell then usual (This is a new motor by the way), so I pulled over and the side of the block was covered in oil. I gimped it home and noticed the balance shift cover was slightly warped. Guessing the oil was blowing out of there
