Are you monitoring EGT?

 

Ignition retard in the lower "transition" boost regions will spool the turbo, but at the cost of A LOT of heat.

More cruise ignition will give you better throttle response.

A different cam will also wake it up and would be something I would take a good hard look at.

You can safely lean things out a good bit in the off boost, low load areas. Being a little lean going into boost also helps to spool things up quicker, but it's not the safest practice, especially on a street car. So I avoid that.

Here's my target table for reference. I have been told that the stock ECU keeps things at stoic until you begin going into boost, but again that makes me nervous.
