any one have plans and a parts list to build one

I know its a dumb question but do we need that nipple the one next to the pipe on the tbi?!...I have blocked mine but I was wondering if it can b cut and have the coupler go all the way in... or can it b use for something else?!! just curious Thanks for any reply
