I have a new turbo on my car from FORCED PERFORMANCE, I think, and the turbo boost gauge will not even get up to the 7 on the boost gauge.   How can I get more boost?

Couple questions please.   My cruise control just stopped working one day. Any ideas?   Also, my heater, when put on 90, would literally bake you out of the car. Now the two vents on the passenger side blows kinda warm and the two on the driver side blow almost warm air,,,after it sits and idles for 30 minutes, literally. I have a 86 starion with a 3 inch exhaust and turbo xs blow off valve and stock turbo. at what rpm normally should the turbo spool up and start to pull? i ask because i can't feel boost until right at 3k rpm, over the exhaust i wasn't sure if i could hear it spooling up before the 3k mark. my air / fuel ratio was reading between 13 -14 (and 22 going down hill not pressing the down the accelerator **if that matters**) worth noting that i didn't wind it out over 3.5k rpm also but i was curious if
