installed new wiring harness but no power to ECU

I recently swapped out my 88 starion's wiring harness and replaced it with another 88 one. The problem I am having now is that I am not getting +12v to my ECU and more importantly to the Red/blue stripped wire that connects from the driver's side harness to the Black/yellow stripped wire (control harness). I believe this is the root of my problem as this is the primary source of power to the ECU coming from the driver's side harness. I get a mixed signal reading of 0.4-0.5 volts of my voltmeter

Whats the most dependable, cost to power ratio, simplest to install engine swap. I travel to az from pa 3-5 times a year and would love to take the conquest but i feel the stock engine is not reliable enough. (Sry not trying to make anyone mad ) what would you swap
Fuel in Vacuum Line

So I noticed some fuel creep out of a vacuum line that runs to an aftermarket boost gauge on my dash. The line runs directly to the throttle body, I believe in the middle position port of the three next to each other. It only did it when I was running wot and turning on a large sweeping curve to the right.
