Power steering hose on right frame rail

Power steering hose on right frame rail, covered in a rubber sleeve and clamps at the front towards radiator. It has a high pressure end at a bracket bolted to frame. My question is is this line under high pressure because it has a clamp. I would like to replace only the rubber portion with bulk p/s hose and clamps. Would this be okay? I already replaced the high pressure p/s line that has pressure fittings. Below is the replacement and it is clamped at both ends on the right frame rail side.

There are four 2.6L engines being sold here. One of them lists 160psi compression, which I think is too high for 7:1, so these may all be NA blocks, but could still be a good buy depending on how cheap they go.
