What effect/s do different intake and exhaust durations on the same cam have? How many degrees can I safely advance a cam?

I was wondering why certain cams have different intake and exhaust durations? Simply, I am wondering what the benefits or differences would be. I have a 292/280 cam and was wondering how this would act compared to a 292/292? That and if anyone would have an idea how far I should be able to safely advance the cam?
