The RPM's on my car do not always kick down when idling at a light or standing. It will eventually kick down to normal idle RPM's, but sometimes it takes a while and other times it does it on cue like it should. What are the probable causes of this?   Thanks.

1 am in North NJ have 88 tsi STS service center told me my tsi had bad whole front end and should be replaced. I visited the place because of power streering fluid was leaking. They told me was leaking from gearbox and i need to replace gearbox with whole bad front end. They found out all parts (tie rod( R.L inner and outer), gearbox,Gein Bda, drag Link) but idler arm and center link.   Total costwas around $1500 plus those two parts   1.
