Crank Oil Seal Question: 9-63, #14 in Manual

My builder & I see reference to "Installation of Oil Separator" as item #14 in section 9-13 of the manual. It refers to a 4mm hole with arrow pointing to it that should line up to the bottom (6 o'clock), however neither the old, new, or even a 3rd oil seal ring have this little hole. What's up?? (extra credit question) Also, the height or thickness of all 3 seals are a tiny bit different however this shouldn't likely matter so long as the inner and outer diameters of the seals fi
