1989 Conquest TSI RED $2800 OBO Rhode Island

Some history on the car, when i purchased the vehicle the motor was rebuilt and only driven about 4,000 miles. The car has no rust and no accidents and about 114,000 or 115,000 miles off the top of my head. I don’t have any more information or receipts on the rebuild. The vehicle is registered, inspected and has a clean title. Interior 8-10 due to driver seat and the vehicle can be driven. valve cover stud removal

I'm trying to remove the stud in the valve cover that was used for the sec. air cleaner box that I've since deleted long ago. I've tried pb blaster, heat and the old double nut trick to no success. Is this thing welded into the valve cover or was it thread cemented at the factroy?
