Just the other day it starting leaking out the reserve and was foaming.If I take the cap off and turn the wheel it overflows?What is the problem and how can I fix it?

So I am going to get a new turbo kit for my quest along with a cam, built head, clutch and flywheel. But my question is does anyone have the T3/T4 turbo kit from TEP? If so how is the performance and reliability of it? And how is the fitment.
