Turbo XS Bov proper adjudtment

i need to adjust the Turbo XS Bov. it seems to bee way too tight. i know the BOV has washers and spring tension but whats the proper way to adjust it? car is running 20 PSI and it does not seem to want to open i get some turkey gobble as if it was not there like stock turbo'd car. i opened the BOV and noticed 4 washers in there. how can i determine the proper amount of washers to use? Thanks for the help.

This is the stock posi rear with a set of 4:22 gears I bought brand new from Mitsubishi back in early 2000. They have very low miles mostly just going to and from the track. Mitsu 4:22 gear part number - MB527151 Many sites are showing no longer available and some are showing them available. I really have no idea whats still out there on a dealers shelf but if you do some searching and calling you may be able to score a new OEM set like I did years ago. http://www.potamkinp...pinion/mb5271

I bought this 3" full exhaust for my race Quest about 6 years ago and never used it. I had a Walker Ultraflow Stainless Steel (17296) muffler that sounds great that will go with it. http://www.summitrac...CFSJo7Aodny4A1w This is the newer style exhaust that has the full under car down pipe. I paid $375 for the exhaust and $70.00 for the muffler. This exhaust is still packed up in my storage container so I don't have pics right now.
