I am not a Turbo expert so I will tell you what I was told when i bought this.

17C off GMC cyclone this mounts up to a Starion manifold but will need a external wastegate set up or a custom bracket made to hold wastegate acuator.

 

As you can see this turbo is in good shape and there is not shaft play. It is a low milage turbo I was told only 5K on it but no way to support it either way its a good turbo.

I took a better look at the turbo today and the hot side wheel has been machined down to fit the housing. I have been told that this set up is very good for TB car for good power and little lag.

Here is another picture that might help you see the hot side wheel. It looks like about a 8th inch clearance from the wheel to housing.

I think you got screwed when you bought it. You can't have that huge gap around the turbine wheel something is wrong. The shaft is wrong or the housing is wrong. Take that V band clamp off and what does it look like? Ya it will lag alright,
