Button or switch leaver is missing on the top of my back seat so I can't let it down. Any ideas on how to get it to unlatch? Its an 89 if it matters.

I have a question about them. I grow tired of the discharge state that my car goes into even after I have spent time cleaning grounds and putting the bigger wire in the circuit and all the other stuff that has been suggested to do, I've done. The problem is when I sit in traffic it starts to discharge.   Would the GM one eliminate that? If so, What size alt or better yet where is something I could read so I can do it? Thank you
