what would cause injectors to stay on the whole time the key is on? or is this normal?

1988 Mitsubishi Starion ESI-R,16x9 rear and 16x7 up front. and NO rust! as of now it does not run, needs a starter and some little stuff worked out. it wont start i think its something with the Ignition because its getting fuel and the injectors are new-er also needs a turbo,still can drive with it! just cant boost past 6psi. its got 165,xxx miles on it and i was told the motor was rebuilt.   MODS: - ARP head studs - 1G MAS w/K&N - *DM 3" AHP - *DM passenger side hardpipe - 2.5" turbo
