How do you tighten the balance shaft bolts? The timing chains are on. I tried grabbing the crank pulling and having someone tighten the bolts but I can't get all the way to 45 pounds.

Needs some gremlins ironed out any thoughts would be great.   1. redoing my grounds got the one on the engine under the battery and grounded the alt. going to do the one behind the instrment cluster and the computer on the kick panel and the one on the fuse block in the engine bay and the one for the relay tree.   how important is the one under the drivers seat?   2.
