replaced vac advance still same problem

i am looking for the vaccum advance setup for a 89 conquest tsi?

how much for the vaccum advance setup? and the airdam?

my 89 conquest breaks up real bad around 9 pounds of boost and looses all power and the turbo shutters and surges, does this car come stock with a blow off valve or anything? im afraid the turbine shaft in the turbo is going to snap plus the vaccum lines are all messed up? motor runs great and the head gasket looks like it was just done befor i bought this baby?

My 89 conquest tsi is all stock, just pick up this beauty but someone messed up all the vaccum lines. does anybody know what vaccum lines i can get rid of and the ones that need to be there? like a diagram or anything, please help
