The relay for the entire fuel injection system is called the "ECI control relay" and it's located above the ECU inside the car.  If you remove the glove box, it'll be attached to the A pillar extension.  There is no fuse for the fuel pump; the whole system is protected by the "ECI" fusible link.  This link is in the engine bay between the battery and ignition coil.  Look for "ECI" on the box.

 

The test lead Tim mentioned is a black+red wire on 87s and black+white wire on 88s (I don't about other model years) with a protective cap on the connector; it should be a 1-lead connector hanging between your air filter box and the fender.  When the ignition key is in START, you should have +12volts on this wire if the pump is getting power.
