turn signals

If BOTH rear bulbs ,the front one in the bumper and the side marker aren't all working, it won't flash. You don't need any special flasher,you need bulbs that are all working so there's enough amps being drawn on that circuit so that the metal strip/spring inside the flasher bends (it heats up and changes shape) and disconnects, then it cools off and reconnects and cycles that's how they flash.

What is indicated voltage at the dash? If it drops down below 12 V when the flasher flashes and you replaced the flasher with the EL-12 flasher and all of the turn indicator light bulbs light up then it's time to check your grounds in the engine house See http://starquest.i-x...2315623aa535d03

 

Your fusible link box #2 metal terminals connectors and/or the big black plastic connector (A-33/34) metal terminals under fusible link box #2 may also be corroded. See http://starquest.i-x...opic.php?t=1180

 

In the fuse block under the dash also check that the fuse #13 female metal retainers tightly grip the fuse's male metal retainers. Ya might also want to replce the fuse.

all of my light bulbs work, ill try cleaning the fuse ternimal and changing fuse. another thing the signals will only work when the car is on engine running. if the car is off, only key on the lights just stay on wont blink. also they dnt work as well when my headlights are on. they blink slower or will just stay on no blinking. thanks for any advise

Based upon the above you have excessive resistance in your switched and unswitched electrical systems. Do what I recommended below.
