can you change offset of wheels do u have to worrk about offset if u get new wheels

is the inline fuse round or the kind that is in the fusebox cause their is a cylindrical case that is blue in with all other wires

i have an 87 quest and i checked the foglight bulbs they ar fine the wire has not broke on the inside of the bulb but my foglights wont work any suggestions????????/
