To the first part, back when I got my Magna cam & Magna rockers from Tim, we discussed the possibility of the 1.6 rockers not fully closing - to which I have also experienced. That makes 3-4 of us now who have proved that to be the case.
To the second comment, having spoken with Tim several times and corresponded with Kev on here, I truly believe you both are knowledgeable and have the best of intentions for this group and these cars. I'd hope things can be assumed as such and past errors made right to the extent they can be.
To the technical end:
Couldn't you just have the valves tips ground slightly if you really want the 1.6 rockers to close?
The BEST but also pricey experimental option is of course to make a roller rocker into adjustable mechanical not hydrolic. Been discussed in the past. Unfort the expense to have it done right is too high while the market is too small as I also found with attempts to help others with copying the updates needed to get the T56 swap plate & mounts to work.
