Pop up Headlights wont go down

Hey there,

I've been having trouble getting my headlights to go down ever since i bought my starion last year (Aus Flatty). I have no history of the car and have been going through trying to clean up the mess that had been made before i owned it. I've had a lot of issues with the lighting circuit, high beam/low beam etc. I started tackling it today to find a very poorly wired in turbo timer and alarm system from the 90's. Wires were cut for horn, interior lights, starter wire etc. I have cut it all out and returned it back to its original form only to find out this didn't help my issues. The high and low beam was fixed by cleaning the stalk on the steering wheel.

But i still can't get my headlights to go down, here's what happens. If i manually wind them down and turn the headlights ON they will come up no problem, lights work too. Turn headlights off, don't go down. Can not operate them with other switch to make them go up and down without lights. Here is a list of things i have tried.

1. Tried 3 different fuse boxes with different relays (near Battery) and replaced fusible links.
2. Changed dash cluster switches with a set that i know work from another starion.

Im not sure what else i can try or if anyone has had this problem before, is there a relay for the headlights where the flasher relay is under the dash? if so where can i acquire a diagram of this fuze/relay block.

I'm missing my Passing Control relay... FOUND MY PROBLEM!

press in the off button 1/16th of an inch.
if not try the on button press it in 1/16th of an inch

the stopper tab broke off inside the switch. 27 year old plastic fatigue.

So is it fixed?
