This is a moog idle arm kit in a 1998 flatty idle arm, K9100 Moog Idler Arm Bushing. Some have said the flatty bushing will not work or is different...

Not sure about the "seal" ...are you meaning the old 1998 one?

in this pic you have a seal laying on the bench.

i was wondering if that is needed for the rebuild?

Its not used, its just part of the old two piece bushing.

 

Now you could trim the new bushing with an exacto type blade, and reuse this piece. But the lip on the new bushing seals it up nicely.
