How about the alarm? Delay wipers? Slow fading dome light? If any of these are out your ETACS may be shot.

I have a spare control module if it is needed. I wonder if this is a fellow from Facebook that I was chatting with the other day.

From Mike C:

Seat Belt Fuse and circuit breaker

Fuse #1 feeds the seat belt computer. And the stereo...

There is also a circuit breaker for the two belt motors. It's in the electrical panel by the driver's left foot. Look for an object with a small hole in it; press the button inside the hole.

The etacs circuit doesnt have any control of seatbelts. The seatbelt ecu is behind the radio on top of the transmission hump. Good luck, I started with one not working correctly and now have the entire interior of the car apart.... including the dash.
